Salamander's guard captain takes charge of Denes, and Salamander tells Donald that he is personally responsible for the former Controller. Donald wonders why he doesn't trust his own guards, but quickly backs down. Salamander then leaves with Fedorin, ignoring Denes when he says that the World Council won't believe the accusations against him.
