Kathryn tells the other ruling members of the Court of Owls that Gotham has fallen ill and they must take drastic action. She says that a weapon is being built, one intended to be unleashed on Gotham so that it can be rebuilt by them. They must reach a unanimous vote to proceed, and they all vote in favor.
