Cabe Gallo is a former FBI agent. After Walter was arrested for hacking the NASA, agent Cabe Gallo was the one, who brought Walter over from Ireland and then worked with him for several years. They had a falling out when the CIA took young Walter's method to drop refugee aid and used it to bomb sites in Iraq, causing massive civilian casualties.
Now Gallo is a special agent with the U.S. Department of Homeland Security, who's assigned to the Walter's Team Scorpion as a government handler.
