Sam Spencer

The intended leader of the CIU, that is, until Wallace gave his job to Hayes. Sam had previously worked as a Prosecutor in the grueling world of the city's gang unit. Wallace's golden boy, Sam reluctantly accepted Hayes as his new boss – at least for the time being. Sam is determined to prevent Hayes, and her wild antics from destroying his opportunity of one day taking over the CIU. But even as Sam remains steadfast in his commitment to being a "good guy," the methods he employs in the pursuit of justice will become increasingly questionable.
